A license is a form of regulation for many aspects of life. Its role is to maintain law and order. Licenses are used for driving, operating a gun, running a business, hunting and more. They curb against the possibility of a harmful occurrence as a result of a certain activity. Parenting is a great responsibility that entails entrusting the life of a person to another. However, the widespread child maltreatment raises the question on responsible parenting. Having children is a widespread thing and at times the decision is not well thought out. If there were regulatory measures would it minimize the many cases of child abuse?

A license would minimize unnecessary child deaths due to irresponsible parenting (Favole). Parents would take parenting as a privilege rather than an obligation. This would make parents respect their parenting duties and responsibility. The damages that reckless use of a car often cause justify individuals taking an aptitude test for driving. Parenting could potentially cause harm to children and this justifies licensing to protect minors from maltreatment.

The legal structure in the United States on adoption system places strict measures on becoming an adoptive parent (Sherman). The same law that ensures children are raised in loving, stable and permanent homes can apply to becoming a biological parent.

Children have a right to clean, safe and nourishing environment. Licensing will ensure children are born and brought up in such places and curb child abuse (Debate). A license acts as a form of accountability from a parent to the child. It will also guard against unplanned pregnancies and abandoned children. Also, overpopulation has become an issue in the recent past. Licensing would restrict on the number of children for the interest of the children and the state (Stein). However, licensing would lead to forced abortions and regulatory problems as procreation is a natural process. Nonetheless, proper law enforcement could yield desirable parenting systems.
